SSECTION
1 MEMBERS
1. Open to anyone in agreement with the association's purpose; men, women and children.
1. Any person becoming a member of the NCBRA shall become familiar with its rules and by laws, comply, and are bound by them.
2. Members are not authorized to grant endorsements for the NCBRA without National Board approval.
3. People
applying for membership must fill out a National application that will include
a release form. Any person under 18
years of age must have written
approval signed by a parent or legal guardian giving consent for such person to
contest at NCBRA sanctioned events.
4. Everyone must join as a National member.
1. There shall be no age limit to be eligible
for membership. Men, women, and children are all welcome.
2. A fee of $40.00 shall be paid for each
annual NCBRA membership.
3. Apprentice $10.00 – for children 10 and under. (who are not competing in the other classes)
4. Additional horse/rider team will be $20.00.
5. Family membership will be $95.00 for 3 or more in immediate family ( 15 and under)
6. Membership shall not be transferable.
7. For the year of 2007 the Golden Circuit of California will operate under their standing rules, which have been approved by the National Board of the NCBRA. See the NCBRA Standing Rules under the California Golden Circuit page.
The NCBRA shall send teams to provide ministry and assistance when requested to establish a new Circuit. NCBRA financial aid, upon approval, to be available for travelers. The NCBRA shall provide mediator assistance to existing Circuit if necessary.
4. The NCBRA shall promote horse related activities in order to provide a place for presenting the Gospel.
5. The ministry focuses:
a. We will work for God's glory and honor.
b. We will strive for unity within the body.
c. We will work as a team.
2. The One True God.
a. The one true God has revealed Himself as the eternally self-existent "I AM", the creator
of heaven and earth, and the redeemer of mankind. He has further revealed Himself as
embodying the principles of relationship and association as Father, Son and Holy Spirit.
(Deuteronomy 6:4; Isaiah 43:10-11; Matthew 20:19; Luke 3:22; and 1 John 5:7, KJV)
a. The Lord Jesus Christ is the eternal Son of God. The Scriptures declare:
i. His virgin birth, (Matthew 1:23; Luke 1:31 and 35)
ii. His sinless life, (Hebrews 7:26; 1 Peter 2:22)
iii. His miracles, (Acts 2:22; 10:38)
iv. His substitutionary work on the cross, (1 Corinthians 15:3 and 2 Corinthians 5:21)
v. His bodily resurrection from the dead and, (Matthew 28:6 and Luke 24:39)
vi. His exaltation to the right hand of the God the Father. (Acts 1:9 and Hebrews 1:3)
4. The Fall of
a. Man was created good and upright for God said, "Let us make man in our image, after our
likeness.": However, man by voluntary transgression, fell and thereby incurred not only
physical death, but also spiritual death, which is separation from God.
(Genesis 1:26, 2:17, 3:6; and Romans 5:13-19)
5. Salvation Through Grace.
a. There is no other name under heaven than Jesus Christ given to men by which
we must be saved. "For all have sinned and fallen short of the glory of God, and are
justified freely by His grace through the redemption that came by Christ Jesus." (Romans
3:23; Acts 4:10,12; Romans 1:16; Acts 15:11)
i. "That if you confess with your mouth, 'Jesus is Lord,' and believe in your heart
that God raised him from the dead, you will be saved. For it is with your heart
that you believe and are justified, and it is with your mouth that you confess and
are saved." (Romans 10:9,10)
ii. "Repent, then, turn to God, so that your sins may be wiped out, that times of
refreshing may come from the Lord." (Acts 3:19)
iii. "For God so loved the world that he gave His one and only Son, that whoever
believes in Him shall not perish but have eternal life." (John 3:16)
* NATIONAL BOARD: The National Board shall consist of the National President, National Vice President, National Secretary, National Treasurer, National Ministry Coordinator.
1. NATIONAL PRESIDENT - Chairperson, Overseer, Encourager
2. NATIONAL VICE-PRESIDENT - Public Relations and rules
3. NATIONAL SECRETARY - Correspondence, Records, Work closely with Treasurer (can be same person)
4. NATIONAL TREASURER - Finances, Work closely with Secretary (can be same person)
5. NATIONAL MINISTRY COORDINATOR - Ministry (see Article IV, Section 1)
* GENERAL BOARD: Shall consist of current National Board Officers, Advisory Board Chairperson and Circuit Presidents.
* CIRCUIT BOARD: Shall consist of Circuit President & Ministry
Coordinator. Previous Circuit President will serve an advisor.
1. CIRCUIT PRESIDENT – Supervises all aspects of events. IE: Ministry, Scheduling, Committee’s and their communication with National Board, Arena booking and finances.
2. MINISTRY COORDINATOR - Ministry (see Article IV,
Section 1)
* ADVISORY BOARD: The Advisory Board shall consist of no less than three Spiritual Advisors. Past National Officers with previous National President serving as Advisory Board Chairperson and will hold the only vote for this Board.
1. The existing National Board will review and approve applications for Circuit President and Ministry Coordinator. (1 Timothy 3)
2. An officer’s term length shall be for a minimum period of two years
3. Members must present a resume and application to the NCBRA office by September 1 of each election year in order to be eligible for office.
4. The new officers will assume their office after the National Finals and/or before December 1st of each appointment year.
5. All current National Board members will vote for National President, National Vice President, National Secretary, National Treasurer, and National Ministry Coordinator.
6. A National President position requires a minimum of two (2) years, 1 term, and prior service on the National Board.
1. General Board may extend the term of any officer with a two-thirds vote.
2. If any General officer fails to fulfill the duties of his/her office, the National Board, with two-thirds approval, shall have the authority to terminate said officer. The remaining National Officers shall appoint a new officer to complete the term. This shall be done within 30 days of the exiting board member's termination.
1. We ask that each officer be a born again Christian, able to give testimony of his/her belief in Jesus Christ as his/her Lord and Savior.
2. We ask that each officer has a goal to have his/her home in God's order and he/she should have the support of his/her family.
3. We ask the officers to state and believe that the Bible, the full Gospel, is the absolute authority from God for conducting our lives, businesses and ministries.
4. We ask that each officer have a desire to do the will of God, be submitted to Jesus Christ through the Holy Spirit, and accept the value of the baptism and infilling of the Holy Spirit.
5. We ask each officer to fill out an application form to be turned in to the NCBRA National Office.
1 There will be a minimum of four General Board* meetings each year. Meetings of the General Board* will be held, with a 14 day
notice, at such a time and place designated by the direction of the National President or by a majority of the National Board.
2 The members of the National Board may call a meeting of their board at any given time. The reason for the meeting must be stated. The meeting may be in person or by phone.
3 At any meeting of the officers held in accordance with the forgoing provisions as to notice, the officers attending such meeting, present in person or by proxy, shall constitute a quorum of the members for all purposes.
4 The National Secretary shall act as secretary at all National Board and National Board meetings, but in his/her absence the chairperson may appoint any person to act as the secretary for the meeting.
5 At all National Board meetings the National Secretary or acting secretary shall keep a tape recording and / or minutes.
6 Travel assistance, with Board approval, may be provided for General Board members attending mandatory meetings.
7 Meetings to be held following Roberts Rules of Order.
8 Circuit Presidents are required to attend all General Board meetings. Circuit Presidents must notify National Secretary in advance, if sending a representative or proxy. If National Secretary is not notified, the Circuit President will forfeit all voting rights at that meeting.
9 NCBRA will provide, upon request, to any members a quarterly financial report.
1. A Circuit is a fellowship where a group comes together in agreement with the NCBRA mission and purpose. The area of a new circuit will be determined by the General Board, and a Circuit President will be appointed.
2. National Board may approve the addition of Circuits as needed.
3. Circuit Presidents will take office according to Article II Section 2 – Applications and Appointments. The Circuit President in agreement with the National Board then may appoint a Ministry Coordinator. Together they will then establish Event Ministry Teams.
4. Each Circuit must have at least one Event Ministry Team. Circuit President will submit an EM Team list to the NCBRA National Secretary for National Board approval.
5. Each Circuit will have their own insurance and will be under the covering of the NCBRA federal identification number.
6. Each Circuit must show proof of Insurance by Jan. 1 of current year.
7. Event Financial Report must be sent to National Office by the last day of each month.
8. All Circuits must use official NCBRA forms for information required by the National Office. (Event Report, membership sponsorship and receipt forms.)
9. Circuits are required to submit membership forms within 7 days of receipt.
10. Circuits must use the entry fees and payouts according to NCBRA By-laws.
11. Circuits will have a minimum account balance established by the National Board.
12. All money from any approved NCBRA event must be deposited into an NCBRA account within 7 days of the show.
13. All membership fees, added money and donations must be reported to the National Office within 7 days of receipt.
14. Ministry Coordinator will take an offering at each event with a love offering to be given to the guest ministry.
15. Circuits must submit yearly show calendar to the National Office 30 days prior to their first show.
16. Circuits are required to have an e-mail address and a facsimile machine (fax) available and must ensure that the National Board has the information.

1. There will be a presentation of the Gospel at every NCBRA event and a call for Salvation.
2. The Ministry Coordinator will be responsible for bringing in the ministries to present the Gospel.
1. Ministry Coordinator and the other General Board members will seek God's will through prayer.
2. Ministry Coordinator will personally interview prospective guest ministries.
3. Ministry Coordinator will discuss subject matter with prospective guest ministries.
4. Ministry Coordinator will check references
5. Ministry Coordinator will advise guest ministries of the time allotment.
SECTION 1 NATIONAL FINALS COMPETITION
2. This will be an invitational barrel race with eligibility based on rider competing in a minimum of three (3) NCBRA sanctioned events.
3. National Finals will be run as a clean slate.
4. All entries will be due in the NCBRA national office no later than one month prior to the start of National Invitational Finals.
5. Entry fees and payoffs to be established by National Board for each new finals year.
6. Exact National Finals run format to be determined and specifics to be available to all members no later than July
