BY-LAWS

ARTICLE I

SECTION 1 MEMBERS

1.    Open to anyone in agreement with the association's purpose; men, women and children.
       Any person becoming a member of the NCBRA shall become familiar with its rules and by laws, comply,
       and are bound by them.
2.    Members are not authorized to grant endorsements for the NCBRA.
3.    People applying for membership must fill out a National application that will include a release form.
       Any person under 18 years of    age must have written approval signed by a parent or legal guardian giving
       consent for such person to contest at NCBRA sanctioned events.
4.    Everyone must join as a National member.
5.    The National Board of NCBRA will consist of the President, Vice President, Secretary, Treasurer, and
       Ministry Coordinator.
6.    National Circuit Board will consist of President, Vice President, Secretary, Treasurer, and Ministry Coordinator.
       In hardship cases the circuit may start with a President & an appointed committee.

SECTION 2 MEMBERSHIP

1.     There shall be no age limit to be eligible for membership. Men, women, and children are all welcome.
2.     A fee of $50.00 shall be paid for each annual Open NCBRA membership.
3.     Junior membership will be $30.00 each.  Multiple junior discounts may be granted.
4.    Apprentice $10.00 – for children 10 and under.
5.    Additional horse/rider team will be $20.00.  If points are requested on each additional horse
6.    Membership shall not be transferable.

SECTION 3 JUNIOR MEMBERSHIPS

1.    A junior is anyone 17 and under as of January 1st.
2.    Juniors can membership as a 4D Open rider or as a Junior rider.
3.    Any Junior wanting to be a 4D Open rider for the year may do so.  This clarification must be made at initial
       membership time.
4.    They must then stay in that group all year. This will include the National Finals.
5.    A Circuit has the option of all Junior riders paying reduced entry fees of $15.00 and running them in a separate group.

SECTION 4 MINISTRY

1.    The NCBRA shall provide spiritual and leadership counseling.
2.    The NCBRA shall provide organizational materials and support to any member wanting to set up a circuit
3.    The NCBRA shall send teams to provide ministry and assistance when requested to establish a new Circuit.
       NCBRA financial aid, upon approval, to be available for travelers. The NCBRA shall provide mediator assistance
       to existing Circuits if necessary.
4.   The NCBRA shall provide prayer assistance.
5.   The NCBRA shall promote horse related activities in order to provide a place for presenting the Gospel.
6.   The ministry focus:
     a.   We will work for God's glory and honor.
     b.  We will strive for unity within the body.
     c.  We will work as a team.

SECTION 5 TENETS OF FAITH

The NCBRA accepts the Holy Scriptures as the revealed word of God and adopts the following statements as fundamental truths.

1.   The Scripture Inspired.
     a.   The scriptures of both the old and new testaments were verbally inspired of God and are the revelation of God to
           man, the infallible, authoritative rule of faith and conduct. (2Timothy 3:15-17; 1 Thessalonians 2:4; and 2 Peter 1:21)

2.   The One True God.
     a.   The one true God has revealed Himself as the eternally self-existent "I AM", the creator
          of heaven and earth, and the redeemer of mankind. He has further revealed Himself as
          embodying the principles of relationship and association as Father, Son and Holy Spirit.
          (Deuteronomy 6:4; Isaiah 43:10-11; Matthew 20:19; Luke 3:22; and 1 John 5:7, KJV)

3.   The Deity of the Lord Jesus Christ.
     a.   The Lord Jesus Christ is the eternal Son of God. The Scriptures declare:
          i.   His virgin birth, (Matthew 1:23; Luke 1:31 and 35)
          ii.  His sinless life, (Hebrews 7:26; 1 Peter 2:22)
          iii. His miracles, (Acts 2:22; 10:38)
          iv.  His substitutionary work on the cross, (1 Corinthians 15:3 and 2 Corinthians 5:21)
          v.   His bodily resurrection from the dead and, (Matthew 28:6 and Luke 24:39)
          vi.  His exaltation to the right hand of the God the Father. (Acts 1:9 and Hebrews 1:3)

4.   The Fall of Man.
     a.   Man was created good and upright for God said, "Let us make man in our image, after our
          likeness.": However, man by voluntary transgression, fell and thereby incurred not only
          physical death, but also spiritual death, which is separation from God, eternally in hell.
          (Genesis 1:26, 2:17, 3:6; and Romans 5:13-19)

5.   Salvation Through Grace.
     a.   There is no other name under heaven than Jesus Christ of Nazareth given to men by which
          we must be saved. "For all have sinned and fallen short of the glory of God, and are
          justified freely by His grace through the redemption that came by Christ Jesus." (Romans
          3:23; Acts 4:10,12; Romans 1:16; Acts 15:11)
          i.   "That if you confess with your mouth, 'Jesus is Lord,' and believe in your heart
               that God raised him from the dead, you will be saved.  For it is with your heart
               that you believe and are justified, and it is with your mouth that you confess and
               are saved." (Romans 10:9,10)
          ii.  "Repent, then, turn to God, so that your sins may be wiped out, that times of
               refreshing may come from the Lord." (Acts 3:19)
          iii. "For God so loved the world that he gave His one and only Son, that whoever
               believes in Him shall not perish but have eternal life." (John 3:16)

SECTION 6 BUSINESS MEETINGS

1   Meetings of the National Board* may be held, with a 14 day notice, at such a time and place designated by the
     direction of the National  President or by a majority of the National Board.
2   The members of the National  Board may call a meeting of their board at any given time. The reason for the
     meeting must be stated. The meeting may be in person or by phone. The National  President may poll the
     Circuit President by phone, if necessary.
3    At any meeting of the officers held in accordance with the forgoing provisions as to notice, the officers attending
      such meeting, present in person or by proxy, shall constitute a quorum of the members for all purposes.
4    The National  Secretary shall act as secretary at all National Board and National Board meetings, but in his/her
      absence the chairperson may appoint any person to act as the secretary for the meeting.
5    At all National Board meetings the National Secretary or acting secretary shall keep a tape recording and / or minutes.
6    There will be a minimum of four National Board meetings each year.
7    Travel assistance, with National Board approval,  may be provided for National Board members attending mandatory
      meetings.
8.    Meetings to be held following Roberts Rules of Order.

ARTICLE II

SECTION 1 OFFICERS DUTIES

1.   NATIONAL  PRESIDENT - Chairperson, Overseer, Encourager
2.   NATIONAL  VICE-PRESIDENT - Public Relations and rules
3.   NATIONAL  SECRETARY - Correspondence, Records, Work closely with Treasurer (can be same person)
4.   NATIONAL  TREASURER - Finances, Work closely with Secretary (can be same person)
5.   NATIONAL  MINISTRY COORDINATOR - Ministry (see Article IV, Section 1)
 

   CIRCUIT PRESIDENT – Supervises all aspects of events. IE: Ministry, Scheduling, Committee’s and their communication with National Board, Arena booking and show finances.  Serves on the National Board.
 

     CIRCUIT BOARD: Shall consist of the same offices as the National Board.
     ADVISORY BOARD: The Advisory Board shall consist of no less than three Spiritual Advisors. Past National  Officers and Past National  President will serve as Advisory Board Chairperson and will hold the only vote for this Board.

SECTION 2 APPLICATIONS AND APPOINTMENTS

1.   The existing National  Board will review and approve applications for Circuit President and Ministry Coordinator.
      (1 Timothy 3)
2.    An officer’s term length shall be for a minimum period of two years
3.    Members must present a resume and application to the NCBRA office by September 1 of each election year
       in order to be eligible for office.
4.    The new officers will assume their office after the National Finals and/or before December 1st of each appointment year.
5.    All current National Board members will vote for National President, National Vice President, National  Secretary,
       National  Treasurer, and National  Ministry Coordinator.
6.    A National President position requires a minimum of two (2) years, 1 term, and prior service on the National Board.

SECTION 3 TERM EXTENSION OR REMOVAL OF OFFICERS

1.   National Board may extend the term of any officer with a two-thirds vote.
2.   If any National officer fails to fulfill the duties of his/her office, the National Board, with two-thirds approval, shall have the authority to terminate said officer. The remaining National Officers shall appoint a new officer to complete the term. This shall be done within 30 days of the exiting board member's termination.

SECTION 4 QUALIFICATIONS FOR LEADERSHIP

1.   We ask that each officer be a born again Christian, able to give testimony of his/her belief in Jesus Christ as his/her
       Lord and Savior.
2.   We ask that each officer has a goal to have his/her home in God's order.
3.   We ask the officers to state and believe that the Bible, the full Gospel, is the absolute authority from God for
      conducting our lives, businesses and ministries.
4.   We ask that each officer have a desire to do the will of God, be submitted to Jesus Christ through the Holy Spirit, and accept the value of the baptism of the Holy Spirit.

ARTICLE III

SECTION 1 CIRCUITS

1. A Circuit is a fellowship where a group comes together in agreement with the NCBRA mission and purpose. The area of a new circuit will be determined by the National Board, and a Circuit President will be appointed.
2. Circuit Presidents will take office according to Article II Section 2 – Applications and Appointments. The Circuit President then may appoint the circuit officers, or committees in case of hardship.
3. Each Circuit will have their own insurance and will be under the covering of the NCBRA federal identification number.
4. A year-end financial report on a QuickBooks Pro Program will be made available to the National Board by Jan 1
5. All Circuits must use official NCBRA forms for information required by the National Office (i.e. membership, Circuital remittance, and vouchers). Circuits are required to submit membership forms within 7 days of receipt and deposit funds locally within 5 working days.  Failure to do so will forfeit member’s eligibility or sanction of the show.
6. A state may have as many Circuits as are needed.
7. Circuits must use the entry fees and payouts according to NCBRA By-laws.
8. Circuits may have double pointed shows.
9. All money from any approved NCBRA event held would be deposited into the NCBRA Circuital account within 7 days of the show.
10. Circuit President will take an offering at each event to be given to the guest ministry.
11. Circuits may have an unlimited number of shows, but they must have a minimum of five pointed or qualifying shows a year.
12. Each Circuit must show proof of Insurance by Jan. 1 of current year.
13. Circuits are required to have an e-mail address and a facsimile machine (fax) available and must ensure that the National  Board has the information.

ARTICLE IV

SECTION 1 PRESENTATIONS

1.   There will be a presentation of the Gospel at every NCBRA event and a call for Salvation.
4.   The Ministry Coordinator will be responsible for bringing in the ministries to present the Gospel.
     a.   Guidelines for selecting a guest ministry.
          i.   Ministry Coordinator and the other National Board members will seek God's will through prayer.
          ii.  Ministry Coordinator will personally interview prospective guest ministries.
          iii. Ministry Coordinator will discuss subject matter with prospective guest ministries.
          iv. Ministry Coordinator will check references.
          v.  Ministry Coordinator will advise guest ministries of the time allotment.
          vi. Ministry Coordinator will work with each Circuit President to approve guest ministry speaker.

ARTICLE V

SECTION 1 APPLICATION AND APPROVAL

1.   Producers desiring to hold an NCBRA sanctioned event shall request an application form from the NCBRA Headquarters for the event to be approved by the National  Board.  It will be the responsibility of the producer to secure the arena, provide workers, finances and all other related items.  Said events must be in an area where there is no currently established NCBRA Circuit. A producer application will be available upon request.

ARTICLE VI

SECTION 1 FORMAT

1.   Barrels will be run in a 4D format with one half second added to the fastest time to set the second division time, then one second added to the fastest time to set the third division time, and two seconds added to the fastest time to set the fourth division time.  (Circuit Presidents may adjust the divisional format according to the number of entries at their shows. Circuit Presidents may also decide what time intervals to use when adjusting to a 3D or 2D format. Example: Fewer entries may run better in a 3D or 2D format.)
2.   Poles will be run in a 4D format with one-second intervals between divisions. (Circuit Presidents may adjust divisional format as stated above.)
3.   All entries will ride in the divisional format jackpot barrels and/or the divisional format jackpot poles.  Option: See the Optional Circuital Guidelines which can be found on page 12 of the Standing Rules.
 

SECTION 2 POINTS

1. Points will be kept as Rider/Horse teams.
2. Additional horse team fee will be $20.00.(Optional-only required if points are requested on additional horses)
3. Points are kept separate for each team.
4. Event participation points will be 1 point per entry.
5. Substitution will be allowed with Circuit Board approval.
6. Permanent replacement allowed when sale or death of horse occurs, with Board Approval
7. Two-Thirds of NCBRA events will be pointed prior to the Circuit Finals of the current year. You may run in any Circuit you wish and receive points toward your Circuit standings.
8. Top 5 pointed shows and all participation points from all pointed shows will be taken to Circuit Finals.
9. The points available for each pointed show will start at:
a. 100 for the 1D. points in increments of 10, down 10 places
b. 80 for the 2D. points in increments of 8, down 10 places
c. 60 for the 3D. points in increments of 6, down 10 places
d. 40 for the 4D. points in increments of 4 down 10 places
10. Divisions will be figured according to the Standing Rules.

ARTICLE VII

SECTION 1 NATIONAL INVITATIONAL COMPETITION

1. A National Invitational Competition will be held each year by committee. (one member from each circuit)
2. This will be an invitational barrel race with eligibility based on a national membership
3. National Invitational will be run as a clean slate.
4.   All entries will be due in the NCBRA national office no later than one month prior to the start of National Invitational Finals.
5. Entry fees and payoffs to be established by National  Board for each new finals year.
6. Any protest must be submitted within 10 days after official audited results have been posted.

EXACT NATIONAL FINALS RUN FORMAT TO BE DETERMINED AND SPECIFICS TO BE AVAILABLE TO ALL MEMBERS NO LATER THAN JUNE 1ST.

ARTICLE VIII

SECTION 1 AMENDMENTS

1.   The NCBRA by-laws may be amended at any meeting of the NCBRA National Board by a two-thirds vote, changes to be effective immediately.  Standing rule changes will be effective beginning January of the new year.
